After months of research I found only one like this
in a russian site
, but it was broken.
This plaque or ashtray was made in 1913 to commemorate the transportation of  2 000 000 000 poods ( 1 pood is 16,38 kilograms) a record for that time and obviously was made only few pieces for the high leaders, or even for the emperor.
Made of cast iron in Екатеринославскiя Мастерскiя . Measures 19 x 12,5 x 1,5 cm.
